		<description>I hope Kerry is right about the timing, but I doubt that he is. It seems like until health care gets finished,  there&#039;s not much chance. I think the Obama administration would tell the Senate to not take a risk on climate change yet, given how it could effect the public mood toward big changes of any kind.</description>
