How many countries does it take to derail a global climate change agreement?

The five countries represented at the COP15 climate summit in Copenhagen who blocked an official agreement and chose not to associate themselves with the Copenhagen Accord are: Bolivia, Cuba, Nicaragua, Sudan, and Venezuela.
