Signed into law by President Obama on February 17, 2009, the $787-billion American Recovery and Reinvestment Act was a broad investment package that provided tax relief for millions of Americans, invested in health care and invested billions of dollars into renewable energy, $10 billion for high speed rail, and the smart grid.
