		<description>Yeah, I&#039;m sure it&#039;s a calculated move on Massey&#039;s part. If so, there are a few important implications: 

1. If Massey is just willing to pay the fines as a cost of doing business, the amount of the fine should be increased;

2. There isn&#039;t enough pressure on Massey from other channels (non-governmental) to get the company to bother changing.</description>

		<description>You&#039;d think they&#039;d learn.  On the other hand, it may be a calculated decision to disregard the clean water act.  For example if they saved $50 million over the 6 years that they racked but 60K violations then the $20 million fine would be considered an acceptable cost (assuming you have no CSR).</description>
